At CA BOCES, our purpose is simple—and powerful.

We are committed to advancing all learners in our region. This is our mission.

Students are at the center of everything we do, but our work reaches far beyond any single classroom. It includes the families who support learning at home, the educators who guide and inspire, the districts and boards who lead communities, and the employees who bring this mission to life every day.

This work demands respect—not as a slogan, but as a practice. It requires us to see people fully, to listen deeply, and to create environments where every individual feels valued and capable of success.

Every role matters here. Every action contributes. Every decision connects back to a shared belief that what we do—together—can change the trajectory of lives.

How We Work

CA BOCES is built on a simple idea: we are stronger together.

We serve 22 component school districts (link to component districts) across a large and uniquely rural region. Through shared services, we help districts access opportunities, expertise, and efficiencies that would be difficult to achieve alone.

But partnership here is not transactional—it is relational.

We listen first. We design alongside our districts. We adapt as needs change. And we remain committed long after a program is launched.

This is how trust is built. This is how satisfaction is earned—not through promises, but through consistent, reliable service over time.

We do not replace districts—we amplify them. That is what it means to be an essential partner.

Across our region, CA BOCES opens doors that might not otherwise exist. Students discover career pathways through hands-on learning. Educators strengthen their craft through shared expertise. Districts access programs that respond to both immediate needs and future opportunities.

This work is visible in our Career and Technical Education programs, our Exceptional Education services, our Instructional Support services, and the many ways we connect learning to real life. It is also visible in the quieter moments—in a student finding confidence for the first time, or a district leader knowing they are not alone in solving a challenge.

Possibility is not accidental. It is created through a culture that values innovation and is willing to take thoughtful risks in pursuit of something better.

Respect at CA BOCES is not about being polite—it is about how we value people. It is grounded in dignity and belonging. Every person who enters our organization—student, colleague, or partner—should feel welcomed, included, and treated with care, regardless of role, background, or circumstance.

We work to ensure that people feel seen, heard, and supported, and that differences are acknowledged and respected. We focus on designing programs that meet partner needs, building and sustaining a strong workforce, communicating clearly and consistently, supporting statewide initiatives like New York Inspires, and ensuring our resources and systems are aligned to serve our region well.

OUR ORGANIZATION

Who We Are

CA BOCES is led by a Board of Education (link), Scott Payne, our District Superintendent, and District Level Staff team of experienced leaders (link to DLS) who are deeply committed to our BOCES and this region.

Our organization brings together multiple divisions—Career and Technical Education, Exceptional Education, Instructional Support Services, Information Technology, Facilities, Human Resources, and Finance (all links)—each contributing unique expertise while working toward a shared purpose.

What makes this structure powerful is not just how it is organized, but how it functions. Each division builds deep expertise in its area, allowing us to serve districts and students with a high level of knowledge and skill. At the same time, we intentionally work across divisions as much as possible—sharing perspectives, solving problems together, and connecting our efforts—so that our work is coordinated, responsive, and aligned to the needs of the region.
