Distinguishing Features of the Class:  This is an important supervisory position involving responsibility for the efficient and economical operation and maintenance of the transportation system of a school district.  Supervision is also exercised over a school district’s custodial, building, grounds, and maintenance staff.  Work is performed under the general supervision of the chief school officer, business manager or other superior permitting considerable leeway in carrying out the duties of the position.  Supervision is exercised over the work of bus drivers and automotive mechanics through inspection of vehicles and observance of their operation.  Does related duties as required.

 Typical Work Activities:

Reviews and recommends routes to be followed by all drivers, keeping in mind maximum safety and efficiency of operation;

Reviews and recommends the location of bus stops in accordance with board policy regarding distance intervals between stops;

Consults with school administrative personnel to coordinate transportation service with school schedules;

Reviews and recommends a schedule to provide for the assignment of buses and drivers to special trips during the school year;

Reviews and recommends procedures to insure maximum safety in the operation of buses on school premises and in the loading and unloading of pupils as designated areas on such premises;

Reviews and recommends training programs for school bus drivers;

Holds meetings with school bus drivers regarding immediate problems associated with safety;

Prepares specifications for the purchase of new buses and for contract transportation services;

Supervises and/or inspects repair work on buses and approves work orders for school mechanics or commercial garages;

Consults with parents concerning transportation problems;

Supervises the accumulation of data for transportation supplies and equipment;

Assists in the development of the annual transportation budget;

Prepares state transportation reports, including the date required for state aid reimbursement;

Interviews prospective drivers, tests their ability to drive a school bus, makes recommendations for employment to his immediate supervisor;

Verifies time records of transportation personnel for payroll purposes;

May operate a school bus on a regular route or as a substitute;

Assigns employees to various custodial and maintenance tasks and sets up schedules of work;

Inspects and participates in painting, carpentry, plumbing, electrical and other mechanical maintenance and construction work performed by private contractors or custodial or maintenance employees;

Inspects, supervises and assists in the maintenance of boilers and heating systems;

Prepares tentative budget estimates for custodial and maintenance activities;

Drafts specifications and plans for repairs and alterations to buildings and equipment;

Directs the maintenance and upkeep of school grounds;

Keeps records and makes reports of building maintenance activities.

 Full Performance Knowledges, Skills, Abilities and Personal Characteristics:  Good knowledge of standard transportation methods in the operation of a bus fleet; good knowledge of automotive repair methods and of the terminology and tools of the trade; good knowledge of the geography of the district; good knowledge of safety procedures and practices in the operation of automotive equipment; good knowledge of the New York State Motor Vehicle Law; good knowledge of large scale building and grounds maintenance practices; skill as a general mechanic and ability to inspect the work of building tradesmen; ability to plan and supervise the work of a large number of custodians, tradesmen, building maintenance employees and other subordinates; mechanical aptitude; ability to keep records and make reports; ability to get along well with others; dependability; physical condition commensurate with the demands of the position.

 Minimum Qualifications:  Four years of experience in the operation and repair of automotive equipment and/or building maintenance work, of which two years must have been in a supervisory capacity, and graduation from a senior high school. 

Special Requirement for Acceptance of Applications:  Eligibility for the appropriate level New York State driver’s license to operate school buses at the time of application.  Possession of the license at time of appointment.

 NOTE:             (a)        In addition, candidates must satisfy the requirements for School Bus Driver set forth in the Rule and Regulations of the New York State Commissioner of Education.
